in this job family assist agency staff in the planning,
development, and submission of federal, state, and other grants;
and will assist in the implementation of awarded grants. The
incumbent will communicate the status of the grant application
throughout the grant process. On-going activities for this position
include tracking expenditures, validation, oversight of annual
grant application process, evaluation, and analysis. The incumbent
assists appropriate program staff in using the grant criteria to
achieve the goals outlined in the grant.Typical Functions
- Provides guidance and assistance to agency staff related to
submission of grant applications, revisions, expenditure, and
required reports.
- Provides support in managing the grant tools available on the
web-based grants management system. Provides training and
monitoring as needed.
- Ensures grantee compliance with the terms and conditions of the
grant award.
- Communicates effectively with interested parties and internal
and external stakeholders throughout the life cycle of the
grant.
- Suggests recommendations for improvement of administrative and
management procedures and processes relative to grants
programs.
- Presents grant information at state and federal meetings, and
other venues. The presentations can be in-person or virtual.
- Participates in conferences, meetings, and training
sessions.
- Serves as a liaison between funder and other stakeholders.Level
DescriptorLevels are distinguished based on the complexity of
assigned duties, the level of expertise required for completion of
work assignments, and the responsibility assigned for the
supervision of others.This is the leadership level of the job
family, where incumbents are responsible for performing advanced
level activities in all aspects of the grants life cycle,
pre-award, existing grants, and post-award at all levels of
complexity.This may involve a varied and wide range of activities,
audits, and interaction with staff responsible for preparing grant
proposals, implementing and administering the grant, serving as
liaison between funder and other stakeholders, and any post-grant
reports.At this level, incumbents will supervise lower-level Grants
Management Specialist and other assigned staff and perform
supervisory duties such as approving time off, evaluating
performance, and employee coaching and development.Knowledge,
Skills, Abilities and CompetenciesKnowledge is required of current
trends, best practices, and research in grants management; of
federal regulations, grant administration rules, policies and
procedures, grant awards, and allocation processes; and of relevant
technology, applying software tools in managing grants, and
developing online reports; and the principles and practices for
supervision.Skills required include auditing methodology,
techniques, and theories; planning and organizational skills with
attention to detail; strong written, oral, and interpersonal
skills; time management skills; strong analytical, and
problem-solving.Ability is required to apply a proactive approach
and work independently; consistently meet deadlines; function
collaboratively as a team player with people of varied backgrounds,
along with a range of other agencies; deliver quality programs and
services; prioritize tasks; delegate as necessary; function well in
a high-paced and stressful environment; display commitment; provide
courteous, consistent, and efficient customer service; analyze
grant proposals and manage budgets in accordance with applicable
rules, guidelines, and laws, and apply supervisory principles and
practices to motivate staff.Education and ExperienceEducation and
Experience requirements at this level consist of a master's degree
from an accredited college or university in finance, business, or
public administration and three years of experience in grants
management or similar experience, or a bachelor's degree in
accounting, finance, or business, or public administration and four
years of experience in grants management or related
